One of the RBSCC’s original service components, the Housing Department, has earned a reputation in Bushwick for its leadership role in community development and neighborhood improvement. Whether by improving existing housing stock, by working with neighborhood tenants and landlords, by rehabilitating city-owned property, or by developing new housing throughout the community, RBSCC’s housing program has been responsible for the upgrading, rehabilitation, and development of thousands of units low-income affordable housing.
Bushwick Initiative: RBSCC, the NYC Department of Housing Preservation and Development (HPD) and the Office of Assemblyman Vito J. Lopez launched an initiative to spur housing preservation and quality-of-life improvements in the area immediately surrounding Maria Hernandez Park in Bushwick. The goal of the Initiative is to engage residents in community preservation by addressing deteriorated housing conditions, combating crime, increasing economic development opportunities and enhancing the quality of life in the target area.
The Bushwick Observer: With an average monthly circulation of 10,000, the Bushwick Observer is Bushwick’s only community newspaper. The Observer reports on the positive aspects of life in a culturally diverse community in the heart of Brooklyn and covers the achievements and activities of Bushwick residents including students and senior citizens; programs and services of use to Bushwick residents; and the continuing renaissance of the Bushwick community. The Observer is a non-profit publication distributed free throughout the community at local stores, banks, churches, schools, etc.
Northern Bushwick Residents’ Association, Inc.: The Northern Bushwick Residents’ Association (NBRA) is a volunteer civic organization comprised of neighborhood residents, block associations, and community leaders whose major goal is to promote neighborhood stabilization and community enrichment. Since its inception in 1978, the NBRA has engaged in self-help neighborhood preservation activities in areas of crime, fire protection, health, housing, sanitation and youth issues. The NBRA, with the collaborated efforts of its members, contributes to the improvement of the overall quality of life of Bushwick residents. The majority of volunteerism is achieved through involvement at monthly meetings, the coordination of block associations and development of block leaders through NBRA forums.
Predatory Lending Program: The Predatory Lending Program is an initiative funded by NYC HPD with the goal of confronting the growing epidemic of deceitful lending practices in poor neighborhoods such as Bushwick. Predatory lending often results in owners paying high interest rates on mortgages that may cause to foreclosures and eventual loss of property. Clients may be referred for legal intervention, responsible loan refinancing programs, and advice on real estate tax payment programs. Other services provided to homeowners include surveys of privately owned, distressed buildings in the Bushwick area; information on City programs to dismiss building violations, information about low interest loans to provide building upgrades; and other technical assistance to owners to improve skills and to maintain and upgrade their properties.
Anti-Harassment Program: As part of a grant from the New York City Department of Housing Preservation and Development, the RBSCC launched the North Brooklyn Tenants Assistance program. This anti-harassment program reaches out to Williamsburg tenants threatened with displacement due to the changing housing market. Through education and referrals to other social service agencies, we work to ensure affordable housing and safe living conditions for thousands of residents. Where necessary, our program provides clients free legal advice through our legal assistance program and strive to place tenants in affordable housing within the neighborhood.
Home Ownership Counseling: The foreclosure prevention and education program, initiated in 2005, assists low to moderate income homeowners with preserving their homeownership when faced with economic difficulties created by predatory sub-prime lending. The deepening sub-prime mortgage crisis in North Brooklyn is forcing many borrowers to face mortgage default. As a result, lenders are initiating foreclosure proceedings in record numbers. Under these daunting circumstances, many homeowners do not know where to turn. The RBSCC provides free counseling to assist homeowners in resolving their mortgage-related situations. We assist homeowners who are facing foreclosure, delinquent or near-delinquent mortgage payments and victims of deed theft scams or predatory lenders.
RESTORE Program: The RESTORE Program provides grants of up to $5,000 to low income homeowners, aged 60 and over to correct substandard housing conditions in emergency situations that pose a threat to the homeowner’s life, safety, or health. Typical repairs include: furnace, roof, electrical, water problems, deteriorated stairs, porches, and foundation.
Weatherization Referral and Packaging Program (WRAP): Through the NYC Department for the Aging, WRAP offers low-income elderly homeowners FREE home energy related services that can lower their energy bills and increase the comfort of their homes. Persons eligible will also be assisted in accessing needed social and support services.
